CUK violates rules, issues bulk of advertisements to newspapers not approved by DAVP

SRINAGAR: Four prominent valley based English dailies and one major Urdu daily have been getting lion’s share of advertisements from the Central University of Kashmir for over a year, in direct violation of the established rules set for the empanelment of newspapers for publishing advertisements of Central University.
The criteria for the empanelling any newspaper for publishing advertisements of Central University of Kashmir (CUK) is that it (newspaper) should be approved by the Directorate of Advertising and Visual Publicity (DAVP), Ministry of Information and Broadcasting.
However, the four prominent English dailies and one Urdu daily receiving the majority of the advertisements from CUK are not approved by the DAVP. Therefore, the release of advertisements to these newspapers is in clear violation of established rules - all happening under the nose of the Vice Chancellor CUK and Public Relations Officer CUK, who are authorized to issue advertisements to DAVP approved newspapers.
In response to the RTI filed for seeking information about the release of CUK advertisements to different newspapers of Jammu and Kashmir – the CUK has responded that it has released advertisements worth lakhs of rupees to 10 JK dailies and one national daily.
Giving details of the funds disbursed for CUK advertisements in various newspapers, the four English dailies that don’t have DAVP approval to receive advertisements, have received advertisements worth Rs 4,22,662, Rs 1,01,548, Rs 24,191, Rs 27,080 respectively while the one major Urdu daily has received advertisements worth Rs 18,233 from 01 April 2018 to 31 March 2019. The funds released to these five newspapers for publication of CUK advertisements make up the bulk share of advertisements released by the CUK.
It has also been revealed that the five newspapers have also the highest rates for per square centimetre and per column centimetre.
The four English dailies charge Rs 28.44, Rs 22.00, Rs 23.90, Rs 13.00 respectively for per square centimetre, while the Urdu daily is charging Rs 20.23 for per square centimetre.
For per column centimetre, the rates charged by the prominent English dailies are Rs 113.76, Rs 88.00, Rs 95.60, Rs 52.00, while the Urdu daily is charging Rs 81.72 for per column centimetre.
