Fraudster Uses Fake CIK Letter to Cheat Public, Arrested in Srinagar

Srinagar, June 25, KNT: Counter Intelligence Kashmir (CIK) on Wednesday apprehended a man for posing as an official of the agency and using a forged document to defraud unsuspecting members of the public. The accused has been identified as Bilal Ahmad Rather, son of Abdul Samad Rather, originally from Allochi Bagh and currently residing in Zakura, Srinagar.
According to an official statement, the arrest was made following credible inputs regarding Bilal’s illegal activities. “Bilal Ahmad Rather had collected a huge amount of money from multiple individuals through dishonest and fraudulent means,” the statement noted.
When the victims persistently demanded the return of their money, the accused refused and instead presented a fake letter, allegedly issued by the office of the SSP, Counter Intelligence Kashmir, in an attempt to mislead and silence them.

During questioning and preliminary analysis of Bilal’s mobile phone, officials found and retrieved the forged enquiry notice. “The accused admitted that he forged the letter to deceive his victims and continue extracting money,” the statement said.
Following the confession and recovery of the forged document, Bilal was handed over to the Zakura Police Station for further legal action. A formal case under FIR No. 39/2025 has been registered against him under sections 318(4), 336(3), 336(4), and 340(1) of the Bharatiya Nyaya Sanhita (BNS).
