Digital-Only Billing Unfair to Non-Tech Savvy Users, Keep Both Paper and Online Options Open, Urge Power Consumers


Srinagar, Dec 26, KNT: A large number of electricity consumers across Kashmir have appealed to the government to continue the use of paper electricity bills, arguing that a complete shift to online billing and digital payments is unjust to those who are not familiar with modern technology.
Consumers said that many people, particularly elderly persons and those from economically weaker or less educated backgrounds, do not use smartphones or Android devices and are unable to navigate online payment systems. They said while such consumers have the means to pay their bills in cash, they lack the technical knowledge required for digital transactions.
Several consumers said forcing people to rely solely on online platforms amounts to discrimination against those who barely know the basics of technology. “Not everyone understands mobile applications or online payment methods. Some people are simple and have been paying their bills manually for decades,” a consumer said.

Consumers said the power department should keep both options open and allow consumers to choose between paper bills with offline payment and online billing with digital transactions. They stressed that digital facilities should be introduced as an additional convenience, not as a compulsory replacement for traditional methods.
Consumers also pointed out that internet connectivity issues in many areas further complicate online payments, making paper bills and cash payment counters a necessity rather than a choice.
The appeals come amid growing concerns over the billing practices of Kashmir Power Distribution Corporation Limited, with consumers urging the government to adopt an inclusive approach that accommodates all sections of society.
People have urged the administration to ensure that no consumer is inconvenienced or denied access to essential services due to lack of technological know-how, calling for a balanced system that offers both paper based billing and digital options. [KNT]
