JK Govt Sets Up Committee to Draft Transfer Policy for RReT Teachers


Srinagar, Dec 2, KNT: The Government of Jammu and Kashmir has constituted a committee to frame a comprehensive transfer policy for Regularised Rehbar-e-Taleem Teachers across the Union Territory.
According to Government Order accessed by the news agency Kashmir News Trust, the panel has been tasked with examining all issues related to transfer, posting and adjustment of RReT teachers and recommending a uniform and transparent policy.
The committee will be headed by the Special Secretary to the Government, School Education Department, and will include the Additional Secretary of the department, Joint Directors from Central Kashmir and Jammu, the Deputy Secretary as Member Secretary, and an Under Secretary.

Under its Terms of Reference, the panel has been directed to study the existing norms governing RReT transfers and propose a need-based and student-centric policy aimed at ensuring fairness, transparency and administrative efficiency. The scope of the mandate includes reviewing periodic transfers, hardship postings and tenure-based placements of teachers.
The order states that the committee shall submit a detailed report along with a draft transfer policy to the government within two months. The panel has also been authorised to co-opt any member if required for the purpose of carrying out its mandate effectively.
The order has been signed by Secretary to the Government, School Education Department, Ram Niwas Sharma.
The decision is being viewed by teachers’ circles as highly significant, as the absence of a clear transfer policy has remained a long-pending issue for RReT teachers. The problem has been especially acute for women teachers who were appointed under zone or district restrictions and later married outside their original posting areas, leaving them separated from their families. Teachers say the move could finally address these hardships and bring uniformity and relief to thousands waiting for a humane and predictable transfer framework.[KNT]
