ACB Jammu books former SICOP MD, senior officer over illegal appointment

Jammu, Jan 29, KNT: The Anti Corruption Bureau Jammu has registered a formal case FIR No. 01 of 2026 at Police Station ACB Jammu against the then Managing Director of SICOP Jammu, R K Razdan, now retired, Deputy General Manager SICOP Jammu Kunal Choudhary, and others in connection with alleged illegal appointment, regularisation and promotion.

According to the FIR, registered under Section 5(1)(d) read with Section 5(2) of the Jammu and Kashmir Prevention of Corruption Act, Svt. 2006 and Section 120 B RPC, the allegations pertain to the appointment and subsequent promotions of Kunal Choudhary in SICOP.

During verification, ACB found that R K Razdan, while serving as Managing Director SICOP, allegedly abused his official position and, in criminal conspiracy with others, engaged Kunal Choudhary as Technical Assistant on a temporary basis for six months without issuing any advertisement or inviting applications from eligible candidates. The engagement was allegedly made on a pick and choose basis at the sole discretion of the then MD.

The verification further revealed that after completion of only six months of temporary service, Kunal Choudhary was regularised without meeting prescribed eligibility criteria and without any government policy or sanction for such regularisation, rendering the appointment arbitrary and illegal.

It was also alleged that Choudhary was later promoted to the post of Manager without any advertisement and without considering the seniority of other eligible candidates. He subsequently rose to the post of Deputy General Manager, allegedly through manipulation and in violation of service rules.

The ACB said that through these acts, undue benefits in the form of salary, allowances and seniority were conferred upon the beneficiary, causing loss to the exchequer and injustice to other eligible candidates.
