District Administration Directs Social Audit of ICDS Services in Bandipora

Srinagar, Dec 8, KNT: The Bandipora district administration has ordered a comprehensive panchayat-wise social audit of all Integrated Child Development Services schemes to ensure transparency, accountability, and proper implementation of welfare programmes.
The directions were issued by District Development Commissioner Bandipora, Indu Kanwal, under an official order dated October 31, 2025. The order mandates that social audits of ICDS services be conducted in accordance with the guidelines issued by the Ministry of Women and Child Development, Government of India, and instructions of the Social Welfare Department of Jammu and Kashmir.
As per the order, designated nodal officers will conduct the social audit at the panchayat level, with their details enclosed as an annexure to the directive. All Child Development Project Officers have been instructed to ensure active participation of stakeholders, particularly parents of enrolled children, lactating mothers, pregnant women, and community members during the audit process.
The administration has also directed that complete and updated records, including beneficiary data, financial statements, and Anganwadi Centre-wise information, be made available to the social audit teams. Full cooperation of supervisors and Anganwadi workers has been made mandatory.

The scope of the social audit will include assessment of the Supplementary Nutrition Programme and other related services, infrastructure and functioning of Anganwadi Centres, maintenance of prescribed registers, and implementation of Pradhan Mantri Matru Vandana Yojana.
According to the order, the designated nodal officers are required to submit the final audit report to the concerned CDPO within ten days of completion of the audit for each project. A consolidated report must be submitted to the Programme Officer ICDS Bandipora within fifteen days.
The order further states that any lapse or non-cooperation by officials during the audit process will invite action under relevant service rules.
The directive has been circulated to senior administrative and social welfare authorities, including the Divisional Commissioner Kashmir, Director Mission Poshan Jammu and Kashmir, Programme Officer ICDS Bandipora, and all CDPOs for compliance. [KNT]
