Though the Roads and Buildings Department has re-structured the department in the public interest and has claimed to deploy officers on a uniform basis in each and every division, there are various officers who have alleged that they have been transferred twice within a span of two to four months while officers deputed at other places for years have not been touched.
Several Junior Engineers told the news agency Kashmir News Trust that in April this year, the office of the Chief Engineer R&B Department transferred 39 officers from one division to another. They said that in August this month, another transfer order was issued and 278 Junior Engineers were again transferred, and among them were those who had been transferred 4 months ago.
“The irony is that those Junior Engineer who have been posted in various divisions for years together were not transferred,” they said adding that it is a clear case of ‘nepotism and mismanagement’.

They said they fail to understand why some blue-eyed officers enjoy the posting at one place for years together while others mostly newcomers are transferred prematurely.
They sought the intervention of Commissioner Secretary R&B.
When contacted, Chief Engineer R&B, Rafiq Ahmed Rafiq told KNT that the department was restructured and rationalized recently in the interest of the general public. “All divisions will now have been uniformly staffed. Earlier there used to be excessive staff in one division and another division was understaffed. Now due to the rationalization of Junior Engineers, every division has got staff on an equal basis.” [KNT]
